Q2. Why do you offer new members incentives to join Medibank?
Marketing campaigns are offered to attract new members so we can expand our membership base to keep premiums affordable and remain competitive in the market. This is important for our existing members so we can ease the pressure off premiums for all members, and continue to help communities live in better health through the Medibank Community Fund.
Q3. I’ve been with Medibank for years. If new members are able to get an incentive for joining Medibank, can I get a discount to recognise my loyalty?
Under the legislation that regulates private health insurance, insurers are permitted to offer a ‘promotion’ to new members. These can only be offered in the first 12 months of a member’s policy.
While we definitely appreciate our loyal members, we are legally restricted in the extent to which we can offer rebates or incentives to our existing membership base, such as for recognition of loyalty. The Private Health Insurance Act 2007 (Cth) imposes restrictions and a cap on the value of promotions/discounts all Australian health insurers can offer their members. This is to ensure we have a private health insurance system that upholds the principles of Community Rating.
“The principle of community rating prevents private health insurers from discriminating between people of the basis of their health or for any other reason.” (Australian Government Department of Health)
Q4. I never claim; why can’t I have a reward or discount on my premium?
We would never want to encourage any of our members to not claim on their health insurance to receive a discount. This is not only counter to our philosophy For Better Health, but ignores government legislation that ensures we have a private health insurance system that treats insured persons equally. For example, no member of any Australian health insurer can be charged a higher or lower premium or be excluded from accessing services by reason of criteria specified in the Private Health Insurance Act 2007 (Cth), including their health condition, age, gender, claiming behaviour, race, religious beliefs, sexual preference, where they live or even their leisure pursuits or employment.
In short, we must ensure we do not discriminate against those who claim more regularly than others.
Q5. I’m very healthy; can I have a discount on my premium?
Government legislation is designed to ensure we have a private health insurance system that treats insured persons equally. For example, no member can be charged a higher or lower premium or be excluded from accessing services based solely on their health condition.
